How do you assess the anatomy of a project manager (in terms of effectiveness)?

In the project management world, there are good project managers,  bad project managers,  and then there are mediocre project managers.  In terms of effectiveness, how do you identify the good ones? Is there a way?  According to Project Times, there is.
